Work on the Sustainability and Transformation Plan for health and social care in Cornwall and the Isles of Scilly, now rebranded as Shaping Our Future, has now reached a critical stage. This report examines recent developments and draws some pessimistic conclusions, but goes on to suggest a more positive way forward.
